Punjab 3rd in providing infrastructures in schools and 17th in education standard

Ferozepur, August 20, 2012: Notwithstanding, the Punjab got the third position in the country to provide the basic infra-structure in its schools, for which the government need to be appreciated, yet in the field of education, Punjab got the 17th position in the States. The main reason behind this status is that about 35 per cent posts of principals, headmasters and teachers of other categories are vacant.

Raj Kishore Kalra, State Organizer, Education Reforms Committee, Jaswant Singh Gill, president, Ashok Monga, educationist and Hans Raj, spokesman informed that at present out of 3465 senior secondary and high schools, the posts of principals and headmasters 1322 schools are lying vacant.  The work of these schools has been given to the principals and headmasters and teachers have been given the additional charge of adjoining three-four schools as a stop-gap-arrangement. In other words, the train of the administrative and teaching work is running without the engine.

Besides, there are 12000 sanctioned posts of headmasters and about 45 per cent which comes to 5200 posts, are lying vacant.  Similarly, the sanctioned posts of headmasters are 43000 and 11000 posts means about 25 per cent posts, are yet to be filled.

The educationists informed that to run the primary education system, the whole state of Punjab has been divided in to 228 blocks but the unfortunate part is that 150 blocks are working without the regular Block Primary Education Officers (BPEOs).  The work of two-three blocks too, like the senior secondary schools,  have been allotted to the existing BPEOs.

In addition, in primary department, more than 12000 posts of centre head teachers, head teachers and ETT teachers are lying vacant.  However, as per the teacher-student ratio of 1:30, there is a need of thousands of teachers in the state.

Kalra informed that in case the senior lecturers, principals, headmasters, master cadre, centre head teachers, head teachers and ETT teachers are promoted, while the government has to bear the financial burden of only one increment, at the same time, the senior teachers who are waiting for their promotion since long, will also be elevated to the higher posts.

The educationists further said that the government should make a permanent policy for the recruitment of teachers and filling up the posts on retirement should be a simultaneous process besides promotion to the next higher posts.

The educationists have demanded from the government to ensure that no posts, especially the school heads and BPEOs remain vacant in the state.
