GOVERNOR: Himachal government to discourage politicisation of employees

Dharamsala, January 9, 2013: The Governor of Himachal Urmila Singh said , “Over all development of Himachal Pradesh is the top most priority of my government. We are committed to provide clean, effective, accountable and transparent administration to the people of the state. The resolve of the government is to make Himachal Pradesh a fully developed state during the next five years.”

She was addressing the newly elected MLAs of the 12th state assembly in Vidhan Sabha at Dharamsala on Wednesday.

She said that the people of this state have always supported progressive policies and have given a mandate to the present government to attain the objectives of all round development coupled with self sustenance, social and economic justice.

She said,” Vir Bhadra Government in the state shall look  the priorities of development, enunciation of the policies for the welfare of general public, enhancing the quality of life of our citizens and accelerating the pace of development while simultaneously redressing the disparities in the levels of development.”

Governor said, “All this can be achieved by an efficient and clean administration and this will remain the cornerstone of my government. On all these aspects, advance thinking and planning have already been initiated and the government will come out with comprehensive pronouncements through its budget for 2013-14 which will be presented to this august house in due course.”

Describing the government employees roll in the state Governor said that the government believes that employees are the very backbone of any government. It will promote an atmosphere of cordiality in relations with the employees. The victimisation of elected representatives and of certain section of the society through government machinery during the last five years will be stopped and government will discourage politicisation of employees. The government would always be willing to attend to any genuine grievances and problems of the employees but at the same time, the prime need for maintenance of efficiency and discipline would, under no circumstances, be lost sight of corruption will not be tolerated in any form and all cases of corruption would be inquired into independently. Whosoever is found guilty, shall not be spared and shall be proceeded against, as per law. Government has adopted the Election Manifesto of the Congress as its policy document and has started its implementation. For promoting and accelerating employment generation, the government will, in a phased manner, introduce innovative employment programmes in all sectors of the economy.

Himachal Pradesh is predominantly horticultural and agricultural economy and means of livelihood of a vast multitude of our population directly depend upon agriculture, horticulture, vegetable production, floriculture, animal husbandry, fisheries and other allied activities. Government will undertake all such measures that go to protect the interests of lakhs of small and marginal farmers.

Majority of the population of Himachal Pradesh lives in villages. In order to strengthen rural economy, decentralisation of power will be done upto rural level. Top most priority of government would be to ensure that the benefits of development reach farmers, horticulturists, labourers, unemployed and upto the last man in the society .

Governor said, “I am fully confident that all the honorable members will work with selfless and tireless devotion in the service of the people of Himachal Pradesh and continuously strive for making this beautiful hill state a model of hill area development. I once again congratulate you all on becoming honorable members of this august house. I am sure that there will be fruitful deliberations and decisions in this august house.”
She  welcomed  the members of  newly constituted Twelfth Vidhan Sabha, and extended good wishes for  new year
