Punjab BJP submits memorandum to Punjab Governor, demanding waiving of loans of farmers

Punjab BJP leaders led by its State President Vijay Sampla coming out of Governor House after submitting memorandum.

Chandigarh, April 21, 2017: Punjab BJP leaders led by its State President Vijay Sampla submitted a memorandum to Punjab Governor, demanding waiving of loans of the farmers and compensation for damaged crops in various parts of the state. The memorandum reads as under:
“This March, April weather has played havoc with farmers of Punjab.
Due to untimely rain, hail storm combined with gusty winds thousands of acres of wheat crop got damaged. Standing Fodder, vegetables, other cash crops too got damaged.
As if this was not enough, additional thousands of acres of wheat crop got burnt due to extreme hot weather coupled by external factors like short circuit, burning of crop remains, etc.
Farmers are already under huge debt and have been committing suicides while the latest loss has multiplied their woes.
Since the formation of Captain Amarinder's government more than thirty farmers have committed suicide and the latest developments, if not controlled, will lead to spate in farmers’ suicide.
We request you to ask Government of Punjab to immediately announce Rupees Twenty Thousand per acre as compensation, so, that effected farmers have a ray of hope and don't resort to extreme steps like suicide. Simultaneously, Govt of Punjab should be asked to conduct time bound girdawari and payment of compensation.
Taking into consideration the woes of Potato Growers, outgoing government announced Rupees Ten Crore as market intervention fund and first installment of rupees five crore was immediately released to Department of Horticulture. With the formation of new govt, the priority of officers changed and due to reasons best known to them they didn't act and the amount got lapsed. It should be probed by vigilance and guilty be punished appropriately.
One more urgent issue is the pre-poll promise of full waiver of agricultural debt / farmers loan by Captain Amarinder. Believing his promise "Karja Kurki Khatam -- Fasal ki puri Rakam", farmers voted him to power and now have stopped repaying the loans. If till 31st of April, farmers don't repay the loan availed for Rabi Crops, Banks going by terms and conditions of the loan will start charging 12 % interest instead of 4 % . Further banks will not grant them loans for Khariff Crops.
As per the Punjab State Level bankers committee till 31st of December 2017, Rupees 77,684 crore as loan was availed by farmers via 30.23 lakh accounts and only Rs 5150 crore is NPA i.e. 6.63 %. It is much better than that of businessman of Punjab whose NPA is 14.54 %
But Hoping agricultural debt / farmers loan waiver, farmers have stopped repaying their loans and NPA figure has risen from 6.63 % to 100 %, this is cause of grave concern and if Captain Amarinder doesn't act for full waiver of agricultural debt / farmers loan, the situation of Punjab is going to be grimmest among all states in India.
Request to ask CM Punjab Captain Amarinder to consider it as an emergency and announce agricultural loan waiver immediately.”
The memorandum was signed by the state president Vijay Sampla, ex cabinet minister Punjab Madan Mohan Mittal, state vice president Harjit Singh Grewal, state general secretary Manjit Singh Rai, state general secretary Jiwan Gupta, state secretary Vineet Joshi and ex MLA and state president Kissan Morcha BJP Sukhpal Singh Nannu.
