PUNJAB pulls up its socks for budget

Chandigarh, January 13, 2013: The Punjab Government has pulled up its socks in view of Budget 2013-14 and sought proposals from its all departments for grants of supplementary demands for 2012-13 expenditures by January 21.

 According to an official spokesman, all the departments have been asked to submit advance copy of their proposals to the concerned budget expenditure branch of the Revenue Department as well as to Administrative Officer concerned by January 21, 2013 positively. He also clarified that as per the revised estimated budget of 2012-13 and 2013-14, the proposals including all requisite information would be submitted with the concerned branch within two days of receipt of permission. He said that details of Main Serial No to SOE would also be provided besides appointing separate nodal officers for each demand through which proposals can be compiled.

The Spokesman said that with a view to curtail the paper work, first time the proposals have been demanded online this year. He said that online proposals would be entertained through the IFMS login IDs of Nodal Officers and no proposal for supplementary demand would be considered without having IFMS login ID. He said that the Nodal Officers would communiqué all their details including his/her name, address and phone number at the time of sending proposal.

He said that it has also been made mandatory for the concerned officers/employees to make sure that all the demands were valid after the expiry of fiscal year if any invalid proposal would be found then it will count as budgetary irregularity. He said that such cases will be highlighted by Accountant General in his report besides directing the head of concerned department to put the case before Public Account Committee. The Spokesman said that after receiving grants, the concerned departments would have to produce the grant usage report by March 31, 2013 or within 15 days of release of grants. He said that the department would also have to confirm that the funds were spent for the same purpose for which it were released.
