Big Win for Ludhiana: MP Arora Facilitates Transfer of Five Key Schemes to Municipal Corporation
The decision was made within two months of Arora being informed about this issue, which had been pending for nearly 30 years

Ludhiana, April 25, 2025: In a long-awaited and much-celebrated move, the Local Government Department, Punjab, has officially transferred five major schemes from the jurisdiction of the Ludhiana Improvement Trust (LIT) to the Municipal Corporation, Ludhiana (MC). The decision comes as a significant relief for more than one lakh residents who have been demanding this change for years, citing delays in basic civic services and infrastructure development. The decision was made within two months of Arora being informed about this issue, which had been pending for nearly 30 years.
An announcement to this effect was made by Rajya Sabha MP Sanjeev Arora at a press conference at MC Zone D Office, Sarabha Nagar, Ludhiana. LIT Chairman Tarsem Singh Bhinder, Municipal Commissioner Aaditya Dachalwal and Mayor Principal Inderjit Kaur were also present. The five schemes that have now come under the Municipal Corporation are as under: Shaheed Bhagat Singh Nagar – 475 acres; Maharishi Balmiki Nagar – 256 acres; Rajguru Nagar – 129 acres; Bharat Nagar Extension – 30 acres; and Sant Isher Singh Nagar – 8.4. acres
Arora said benefits of this transfer include the consolidation of services under one roof—the Municipal Corporation, Ludhiana (MCL). Residents of these five colonies will no longer need to visit two separate offices—LIT and MCL—for availing services. Previously, services related to water supply, sewerage, house tax, and property tax were handled by the Municipal Corporation, while NOC (No Objection Certificate) and NDC (No Due Certificate) services were provided by LIT.
With this transfer, all services will now be available through MCL. Moreover, all development works in these areas will also be undertaken by MCL. This change is expected to bring significant benefits, as MCL has more manpower and resources compared to LIT for providing civic services.
Adding, Arora said residents will now be able to approach their respective area councillors directly for the redressal of civic issues. Approximately 1 lakh people are expected to benefit from the transfer of these five schemes from LIT to MCL.
Further, he said this transition is expected to streamline governance and accelerate the development of these areas, as they will now benefit directly from the resources and services of the Municipal Corporation. The MC will now be responsible for providing essential civic amenities such as sanitation, road maintenance, street lighting, water supply, and solid waste management in these localities.
Arora remarked, "This is a collective victory for the people. The transfer will bring transparency, quicker response to public grievances, and an overall improvement in infrastructure.” He added this move is a step in the right direction. He said transferring of these localities to MCL will improve long-term planning and civic service delivery.
Municipal Councillors Tanveer Singh Dhaliwal and Satnam Sunny Master alongwith the AAP leader Munish Shah, husband of Indu Munish Shah (municipal councillor) expressed gratitude toward MP Rajya Sabha Sanjeev Arora on whose initiative this major development has taken place. They said the decision of the government has provided a relief to people after long passage of about 30 years. They said now people of these localities will not have to move from one to another office for getting their works done, adding more developments will undertake in these localities in the future as MCL has more manpower and resources.
Meanwhile, the residents of these colonies have also welcomed the decision with open arms. For years, they had voiced concerns over the long-pending issue. The transfer to the MC is being seen as a positive step toward integrated urban development. "This is a historic day for us. We've been fighting for proper maintenance and services for years. Now, under the Municipal Corporation, we are hopeful that our problems will finally be addressed," said a residents of the localities concerned.
