We have just half democracy, and we need Complete Democracy: Ghanta Chakrapani, Chairman TSPSC Hyderabad, August 12, 2018: A Telugu book “maa gamyam….SAMPOORNA PRAJAASWAAMYAM…..maa prathinidhulu makkaavaali!” authored byP.S. N. Murthy, a former civil servant from Indian Defence Accounts Service(IDAS). The 127-page book published by Samaantara Publications was launched amidst the galaxy of speakers and subject experts in a special function organized on Saturday night at Telugu University Auditorium, Public Gardens, Nampally. The launch function organized under the aegis of Prabudda Bharat International Justice V. Easwaraiah, Former Acting Chief Justice, High Court of AP and Former Chairperson of NCBC (National Commission for Backward Classes), Govt of India was the Chief Guest. Moreover, he launched the book. The book reviewed by Prof. Ghanta Chakrapani, Chairman, Telangana State Public Service Commission. Addressing the gathering reviewing the newly launched book Prof. Ghanta Chakrapani said, it was not just a book launch, but also many subject experts will address on various issues discussed in the book he said. Today the situation is so bad in the country, and I often wonder if there was a constitution existing in India? We have an excellent constitution. The Constitution of India is the supreme law of India. But, is it being implemented as envisioned by the Constituent Assembly. If it is not implemented the way it is supposed to be, then what is the value of the Constitution, he asked? Indian Democracy is in a dangerous situation. Our democracy has become a laughing stock. We only have half democracy. If we don’t protect our own Constitution, who will protect us? Indian Constitution is the protecting shield for all of us, said Ghanta Today it is not just Muslims are subjected to intolerance, but scheduled castes, tribes, backward communities and minorities too, Ghanta observed. If the majority of the population, say 85 to 90% unites, then we can have Sampoorna Prajaswamyam(100% democracy), he concluded. We got Swarajyam(administration by self) and not Surajyam(good governance), the Chief Guest Justice Eswaraiah told the 200 plus audience. 52 percent of Scheduled Castes, Tribes, Backward Class, and minorities have got only 10 percent of power. These classes population is not truly represented in proportion to their numbers. We need to elect our own leaders, then only true and hundred percent democracy is possible he said. Democracy is a system of government where citizens are allowed to participate in the proposal and creation of laws. But, the SC, ST, BC and Minorities, the majority of the populace do not get adequate representation in the Parliament and Assemblies. Even they do not get adequate representation in proportion to their population in political parties. It is a great injustice observed by the author, PSN Murthy. Who took voluntary retirement from the Civil services and since then involved in knowledge sharing to the youth of SC, ST, BC, and Minorities. After seeing so much of injustice meted out to these sections, he decided to author a book in Telugu, which will be subsequently translated into English in the near future. The Complete Democracy, Murthy states, consists of complete political democracy, complete social democracy, and economic democracy. The complete democracy is an adequate representation of the different classes of citizens in the three wings of the government formed on the basis of free and fair elections and selections. The Complete Social Democracy is a casteless society free from untouchability, gender bias, communal hatred, and language dominance. Where Human relations from birth to death are governed by individual worth and character of personality. The Complete Economic Democracy is a classless society free from owners and workers, but, only partners in production and distribution; a society with maximum economically independents and minimum dependents on state welfare, added PSN Murthy. Let us build awareness for the Complete Democracy; he says highlights few areas to create awareness to ensure complete democracy, Sampurna Democracy in the country. 01. Voters and representatives are two pillars of democracy. 02. Votes without representatives and representation without votes are not Democracy 03. Territorial reservations for SCs and STs utterly failed 04. Women, OBCs, SCs, STs, and Minorities; the poor and the middle class have no representation in our legislatures now. They have votes but no seats. 05. Separate electorate a must for SCs, STs, and Minorities. 06. Minority representation should come from citizenship let not religion stop it 07. Women must get their share of seats in the legislature 08. OBC legislative reservations cannot be denied 09. No defection without re-election 10. No Democracy can exist without party internal democracy. Padma Shree Narra Ravi Kumar, National Working President of DICCi and Founder of Prabuddha Bharat International under whose aegis the launch program was organized said in his welcome address, SC, ST, BC and Minorities in India re viewed as only vote bank and not citizens. Unfortunately, the relationship between rulers and citizens has tuned into ‘givers and seekers.” Several subject experts spoke on the various aspects of the become and created awareness on the various contents of the book. These speakers include Prof E.Sudharani, Director of Centre for Staff Training and Development. She spoke about “Women Representation.” Y. Satyanarayana, a retired Additional Commissioner Commercial Taxes spoke on “Other Backward Classes—Representation.” Syed Maqsod, Writer, elaborated on “Minorities—Representation.” A senior journalist, poet and writer M. Satishchander gave an “Overview of Representative System.”
