COMMISSIONER OF POLICE LUDHIANA ISSUES VARIOUS BAN ORDERS

Ludhiana, April 20, 2019: Commissioner of Police, Ludhiana Dr Sukhchain Singh Gill has banned the sale and breeding of Magur fish (also spelled as mangoor) in all areas falling under the jurisdiction of Police Commissionerate Ludhiana. As per the ban orders issued under 144 of Code of Criminal Procedure, 1973, he said that some anti-social people smuggle this fish from other countries, which is harmful to our health, for meagre financial gains. This fish preys on its own breed and also harms village ponds and animals. For Indian fishes, this fish is very harmful and if it mixes with our natural waters, it can be very harmful to other insects and fishes living in water. That is why the sale and breeding of Magur fish has been banned. As per another order, he has also banned operations of Hookah Bars in all areas under the jurisdiction of Police Commissionerate Ludhiana. He stated that it has come to his notice that some Hookah Bars are operating illegally in the city and they are causing serious harm to our residents as the Hookah contains tobacco, harmful chemicals etc. Keeping in mind the health of city residents, the Commissioner of Police has banned all Hookah bars in the city. In separate order, he has imposed a ban on the loudspeakers from 10 pm to 6 am in all the areas falling under the jurisdiction of Police Commissionerate Ludhiana. The Commissioner of Police, while exercising his powers under section 144 of the CRPC, 1973 has said that no person would be allowed to play loudspeakers on high volume from 10 pm to 6 am. He said that when someone plays loudspeakers on high volume, it affects common man, animals, birds, sick people etc. He said that in case there is any programme which is to be organised during this time period, then the organisers require a permission from the concerned authorities. Commissioner of Police Ludhiana Dr Sukhchain Singh Gill, while exercising his powers under section 144 of CrPC 1973 (Act No 2 of 1974) has banned the sale of acid in all areas falling under the jurisdiction of Police Commissionerate, Ludhiana, for a period of two months. He said that it has come to his notice that acid is being sold illegally in areas falling under the jurisdiction of Police Commissionerate, Ludhiana. He said that acid is a dangerous chemical which can harm human beings. He has ordered that no person can sell acid without a proper license, which he would require to renew from time to time. He said that the person selling acid would make sure that he maintains complete record such as identity card, voter card and complete address of the person buying it. He said that acid cannot be sold to any person below 18 years of age. He also said that the seller would maintain proper record of stock in a register and in case of any sale, he would submit the details with area Police Station and SDM. He has ordered that in case of sale of acid to any hospital, industry, government department or some other departments etc, then the shopkeeper selling the acid would be himself responsible for collecting complete details of the head of the organisation to which the acid is being sold. And the organisation buying acid would themselves ensure that acid is stored at a safe place under the supervision of a responsible person, besides all details of stock and use of acid should be maintained in a separate register without fail. The Commissioner of Police Ludhiana Dr. Sukhchain Singh Gill has issued the order to owners of Hotels/Dharamshala/Sarai to whenever some person stays at their premises, they should ensure that his complete details including copies of his driving license/Aadhaar Card/Identification card should be registered with them. He said that if any person fails to provide these documents, he/she should be denied room in their premises. He said that these orders have been issued keeping in mind the safety of the city residents. The Commissioner of Police has also banned bursting of crackers on roads during the marriage functions. He has also banned the disruption of traffic on roads due to any marriage function. Dr Sukhchain Singh Gill has also banned pasting of black films on windows of all vehicles because when a black film is pasted on the windows of a vehicle, it becomes very difficult to identify the person/persons sitting inside the vehicle. And sometimes, some people commit crime using such vehicles as well. The Commissioner of Police, Ludhiana has also banned the consumption of alcohol in open at rehris/farhis, dhabas, other shops and other public places. He has ordered that due to consumption of alcohol in open, people indulge into fights which lead to law and order problem. These orders would remain in force till further orders. He has also banned that no person can use footpaths to install rehri/farhi/stalls of eatables, besides no shopkeeper can keep his goods outside the premises of his shop. All these orders would remain in force for next two months time. The Commissioner of Police Ludhiana has also banned manufacturing of those registration number plates of vehicles that are not as per the rules. He has ordered that if any shopkeeper/painter manufactures any illegal number plate (which is against the government rules), then strict action would be taken against them. He said that sometimes the registration number written on these plates are not in proper and clear font, which sometimes becomes difficult for the police to read. He has also banned carrying of arms and ammunition in all marriage palaces falling under the jurisdiction of Police Commissionerate Ludhiana for a period of next two months. He said that it has come to his notice that some people openly carry arms and ammunitions during weddings/functions in marriage palaces and sometimes in case of any altercation or under the influence of drugs/liquor, these weapons are used. He said that such instances endanger the lives of common man. He said that in case any person enters the marriage palace with arms and ammunition, then the marriage palace owner would be himself fully responsible for informing the concerned police station immediately. He said that in case any person used his arms and ammunition in the marriage palace, then legal proceedings would be initiated against the person using the weapon as well as the marriage palace owner.
