Deputy Commissioner cancels contract of multi-level parking in District Administrative Complex; blacklists contractor
Action being taken due to several discrepancies & breach of rules
Ludhiana, March 9, 2022: After several discrepancies were reported against the contractor of Multi Level Parking in District Administrative Complex (DC Office) Ludhiana, Deputy Commissioner Varinder Kumar Sharma has cancelled the contract and have blacklisted the contractor. The contractor’s Rs 3 lakh security amount has also been forfeited.
In his order, the DC stated that the contract for year 2021-22 of multi level parking in DAC Ludhiana was awarded to Savita Rani, contractor, Jai Shri Bala Ji, a resident of House No 2264, Main Daresi Road, Ludhiana vide letter no 338-A/Gen/Dated May 5, 2021 for Rs 65.25 lakh. At the time of awarding of contract, the contractor had agreed to all terms and conditions in writing, but the contractor failed to fulfill several of the terms and conditions.
The DC’s order states, “the advance cheques of monthly instalments submitted by the contractor were rejected by the bank with the objection of being outward, but the contractor failed to deposit new cheques till date. Besides, the contractor failed to deposit any instalment of contract on time (that was supposed to be deposited by 5th date of every month). Even the instalment for the month of January 2022 is still pending. The contractor also failed to deposit quarterly receipts of GST instalments as well as receipts of monthly electricity bill. As per the terms of contract, the contractor was bound to issue electronic slips for parking, but the contractor is issuing hand written slips which do not mention rates or GST.”
“The DC office, vide letter no 572/Gen/dated July 7, 2021, letter no 805/Gen/dated August 20, 2021, letter no 1025/Gen/dated September 7, 2021, letter no 1148/Gen/Dated September 22, 2021 and letter no 1250/Gen/Dated October 1, 2021, had asked the contractor to submit all remaining documents, but the contractor failed to submit any reply or documents.”
“After several complaints against the contractor, Assistant Commissioner (Grievances) had summoned you to join the inquiry, but the contractor never joined the inquiry.”
“On the basis of inquiry conducted by Assistant Commissioner (Grievances) Ludhiana (report no 172/CEA/Steno/Dated March 4, 2022), it was established that the contractor was overcharging, besides the contractor’s behaviour with general public was not up to the mark, their parking slips do not mention any rates and even electronic machine or token machine was not installed.”
“While giving last chance, the contractor was summoned to appear before Deputy Commissioner Ludhiana (vide letter no 483/Gen/dated March 4, 2022) on March 7, 2022, but the contractor’s representative sought some time for submitting a reply. The reply submitted on March 8, 2022 was not satisfactory.”
The DC stated that on the basis of all facts and inquiry report of Assistant Commissioner (Grievances) report no 172/CEA/Steno/dated March 4, 2022, it has been established that Savita Rani, contractor, Jai Shri Bala Ji, resident of House No 2264, Main Daresi Road, Ludhiana has breached the terms and conditions of the contract. The DC today cancelled the contract, have blacklisted her and contractor’s Rs 3 lakh security amount has also been forfeited. The DC has also ordered legal proceedings for the recovery of remaining amount. He said that Savita Rani, contractor, Jai Shri Bala Ji, resident of House No 2264, Main Daresi Road, Ludhiana would not be allowed to participate in any government auctions in DAC Ludhiana.
