Dharamsala Vidhan Sabha Session concludes with record productivity

The four-day winter session of the Himachal Pradesh Vidhan Sabha held at Tapovan, Dharamsala, concluded today with an impressive productivity rate of 106%. Speaker Kuldeep Singh Pathania announced the indefinite adjournment of the seventh session of the fourteenth Vidhan Sabha, which ran from December 18 to December 21, with four meetings spanning a total of 21 hours and 20 minutes.

Dharamshala, December 21, 2024: The four-day winter session of the Himachal Pradesh Vidhan Sabha held at Tapovan, Dharamsala, concluded today with an impressive productivity rate of 106%. Speaker Kuldeep Singh Pathania announced the indefinite adjournment of the seventh session of the fourteenth Vidhan Sabha, which ran from December 18 to December 21, with four meetings spanning a total of 21 hours and 20 minutes.

During the session, meaningful discussions were held, with the ruling party contributing 9 hours and 30 minutes and the opposition participating for 8 hours and 30 minutes. The session also marked a historic milestone with the launch of the National e-Vidhan Application (NeVA) on December 18, making Himachal Pradesh a pioneer in digitized legislative processes.

The session witnessed the inaugural "Zero Hour," where 26 subjects were discussed. Notably, the first question was raised by Anuradha Rana, MLA from Lahaul-Spiti, a significant moment in the assembly's history.

In private member business,out of three resolutions presented on December 20, one was withdrawn, one deferred for the next session, and one partially discussed due to time constraints.

14 government bills were introduced and passed.

Discussions under Rules 61 and 62 focused on five key topics.

One government resolution under Rule 102 was adopted and forwarded for departmental action.

Discussions on two subjects under Rule 130 highlighted vital state issues.

Reports and Financial Discussions:
Reports from the Comptroller and Auditor General of India (CAG) on state finances and public health infrastructure were tabled.
Seven years of financial demands and appropriations (2014-2021) were presented, based on Public Accounts Committee recommendations.
188 starred and 55 unstarred questions were addressed by the government.
Six critical issues were raised through special mentions under Rule 324.
Over 1,000 students applied to observe the winter session proceedings, providing them with a unique learning opportunity about the legislative process.
Speaker Pathania noted that the assembly held 27 meetings in 2024, including 11 during the previous session, with an overall productivity rate of 96%. He expressed gratitude to Chief Minister Sukhvinder Singh Sukhu, Leader of the Opposition Jai Ram Thakur, Deputy Chief Minister, and the Parliamentary Affairs Minister for fostering a harmonious atmosphere during the proceedings.
