Chandigarh, February 7, 2013: The Election Commission of India has clarified that EVMs used by the Election Commission are completely tamper-proof.
Disclosing this here today CEO Punjab said that the Commission has issued detailed instructions regarding security and storage of EVMs. Congress working committee member, Punjab Jagmeet Singh Brar had recently made allegations about the possible tampering of EVMs in national English daily. The news item stated that he demanded the use of EVMs equipped with VVPAT system for Moga election. The ECI has not received any such letter from Brar. The ECI has written to Jagmeet Singh Brar that the Commission has issued detailed instructions regarding security and storage of EVMs.
The Commission has also issued detailed instructions for complete transparency in the first level check (FLC), candidate set; mock poll etc. District election officer Moga has reported that FLC of EVMs for Moga elections was done from January 22 to 25 in Bhupinder Singh Khalsa Sr. School in the presence of representatives of political parties. District Election Officer has reported that representatives of all political parties were satisfied with the process and nobody raised any objection at that time. The entire proceedings were videographed.
In the circumstances it is improper to make such baseless allegations. EVMs used by the Election Commission are completely tamper-proof. It is not possible to hack into them. The EVMs are kept under strict guard at all times. After the poll the polled EVMs are guarded by armed central police force. Representatives of candidates are allowed to accompany the polled EVMs and are also allowed to keep a watch on the EVM strong rooms. EVM strong rooms are guarded 24 hour by central armed force and CCTVs are also installed. A double lock is put on the EVM strong room. Under the circumstances it is not possible for any unauthorized person to access EVMs.
