FICO demands OTS for PSIEC plots from Govt of Punjab
Ludhiana, March 8, 2019: Today a delegation of FICO under the leadership of S.Gurmeet Singh Kular President along with Shri Vipan Mittal Sr.Vice President & Shri Parveen Gupta Executive Member FICO & President Wholesale Cycle Dealer Association; met Shri Bharat Bhushan Ashu, Hon’ble Minister of Food & Civil Supplies and Consumer Affairs, Government of Punjab and demanded the one time settlement for the enhancement notice by PSIEC for Land Compensation. Enhancement notice by PSIEC for Land Compensation: The Delegation explained how almost 5 years back PSIEC issued a notice of Rs.249/- per square yard to Focal Point Phase VIII Allottees, which was finally settled at Rs.24/- per square yard. Now again PSIEC have again issued a notice and demanded Rs.474/- per square yard from Focal point Phase VIII allottees, whereas PSIEC have already taken 100% anticipatory enhancement. Now with inclusions of interest & other charges the cost have reached around Rs.1000/- per square yard, which is totally unjustified and unviable. This is to also to bring to your notice that due to the PSIEC Enhancement Pendency, the industry situated in Phase VIII is suffering a lot, as all the works related to all financial institutes including banks are stagnant so is the growth of the industy, as the financial institutes demand the Clearance Certificate from PSIEC, moreover, industrialists of Focal Point Phase VIII are not being able to adapt the Invest Punjab policy of government of Punjab, due to the given reason itself. As per the “No Enhancement Policy” of Haryana State Industries Development Corporation, the same should also be applicable in Punjab so as to facilitate the Industry of Punjab. The industrialists in Phase VIII Focal Point are demanding for One Time Settlement Solution with PSIEC, just like the Property Tax and other departments under the OTS Scheme. Poor Infrastructure of Focal Points: Punjab Chief Minister Captain Amarinder Singh announced Rs. 32 crore for the complete facelift of the Ludhiana Focal Points, but neither the money is received nor the work has been started yet, The Infrastructure of Focal Point is in its worst shape ever, the Roads and sewerage in the Focal Points are in poor condition so that the industrialists feel ashamed to bring domestic customers as well as foreign customers to factories through these roads. The condition of the roads is so poor that the movement of goods is done at the risk. Moreover, Female staff and Workers are showing reluctance in joining Industries established in Focal Points, as they feel unsafe due to poor Roads and Infrastructure. It has been observed that at least 70% of the street lights in the focal point are not working, it is advised that all the street lights should be replaced with modern day LED lights, which are not only energy efficient but also more bright. Focal points are the Bread & Butter of Punjab which generates huge revenue for the government in share of GST, Income Tax, Property Tax, Octroi etc. so it is the first & foremost responsibility of the government to facilitate the industrialists with at least the basic infrastructure like proper roads, proper sewerage, proper lighting.
