Ludhiana, February 3, 2014: Federation of Industrial & Commercial Organisation (FICO) has strongly opposed the proposed increase in tariff for FY 2014-15 in the meeting held with Romilla Dubey, Chairperson, Punjab State Electricity Regulatory Commission (PSERC).

In the meeting, Gurmeet Singh Kular, President, FICO, thanked to the PSERC for implementing night tariff at Re 1 per unit from 10 pm to 6 am but discount will be given after 3 months. He said that the night discount either should be adjusted in monthly bills or payable with 3 months interest. Further he said discount of Re 1 per unit is net but it should be on sale of power so that industry can get the reversal of electricity duty, fuel cost & octroi. Still, in Punjab there is costly electricity as compared to neighbouring states.
PSERC should review & curtail loses of PSPCL which are 16.4%, he suggested.
FICO submitted memorandum to the chairperson. It took up the issues as under: Peak Load Charges should be abolished because Punjab is now surplus power state. In peak time power is lapsed due to non consumption if government really facilitates the industry then PSPCL should allow industry to use power during peak hours & it will generate revenue & industry can get relief. Like commercial & domestic, industry should also be exempted from peak hours. It was also suggested that electricity duty should be VATable with industry so that industry can get .83 paisa per unit Input Tax Credit. Regarding octori, it said as there is no octroi but PSPCL is charging octroi on sale of power. It should be abolished to save the industry as the industry is generating huge revenue to PSPCL. With regard to Interest on Advance Consumption Deposit, FICO said PSPCL is not paying interest on Advance Consumption Deposit (ACD) on medium & small supply consumers, it should be immediately credited to the consumers account. Minimum charges should be abolished as these charges were imposed when there was very less demand but now it should be on consumption based, FICO also suggested.
