Inefficient and corrupt employees to be pre-maturely retired

Chandigarh, August 30, 2012: The Punjab government today reiterated its instructions issued under Punjab Civil Services Rule 1975 (pre-mature retirement), asking its all departments to pre-maturely retire corrupt and inefficient officers and employees to tone up the administration.

According to an official spokesman the Punjab government is committed to provide clean, honest, transparent and efficient administration and has decided that under Punjab Civil Services Rule (pre-mature retirement 3(1)(a), the record of every officer/employee be reviewed after completion of 15, 20, 25, 30, 35 years of qualifying service and after thoroughly reviewing the service record, the officer/employee may be allowed to continue in the service.

The spokesman said that to review the service records of Punjab Civil Service Officers, a committee under the chairmanship of Chief Secretary with two Financial Commissioner/Principal Secretaries (to be nominated by Chief Secretary), Principal Secretary of Welfare SCs/BCs as members and Secretary Personnel as member Secretary has been constituted.

Similarly, for Punjab Police Service Officers (PPS) a separate committee under Chief Secretary as Chairman with Principal Secretary Home, Principal Secretary Welfare of SCs/BCs, DGP, Secretary Personnel as members and Secretary/Special Secretary/Additional Secretary Home as Member Secretary has been constituted to review their service records.

The spokesman clarified that for Class A&B officers committees under Chairmanship of concerned Administrative Secretary as Chairman, Head of the Department, representative of personnel department, department of welfare of SCs/BCs as members and Special Secretary of department as member secretary would review their service records.

He said that separate instruction were already in operation for Class C&D employees.

All Heads of departments, Commissioners of Divisions, Registrar Punjab & Haryana High Court, Deputy Commissioners and SDMs have been told to strictly implement the latest instructions.
