Guidelines for revival and creation of posts

Chandigarh, September 3, 2012: The Punjab Government has issued comprehensive guidelines for the creation of new posts, revival of posts and the recruitment against these posts, conversion of temporary posts into permanent, abolition and transfer of posts, fresh recruitment against existing vacancies or new vacancies and restructuring/re-organizing of the government departments. These guidelines have been issued in the suppression of all previous instructions on the subject issued time to time.

Disclosing this here, Finance Minister Parminder Singh Dhindsa said that as per the instructions of the department issued at different times in the past, all the departments were required to complete the restructuring exercise by 31st March, 2010. He said that there was confusion regarding the procedure to be adopted for the creation of new posts.

Besides, there are large numbers of temporary posts, which have continued from year to year with the approval of Finance Department. It was therefore necessary to issued fresh instructions to the departments for the creation, revival, fresh recruitment and abolition of posts.

Dhindsa said that many departments have temporary posts like; Education, Health and Police Departments. He said that the Finance Department, while allowing continuation during 2012-13, has clearly stipulated that departments would either get these posts converted into permanent or get them abolished. He further said that Finance Department would not entertain any proposal for continuation of temporary posts during the year 2013-14. Finance Minister said that it is therefore imperative that all Administrative Departments send there proposals in time for the necessary approval of Council of Ministers by 31st March, 2013.

Clarifying the procedure of the this whole exercise, the Minister said that the Administrative Departments would submit their proposals to the Department of Personnel, which further be put before the Officers Committee headed by Chief Secretary, Punjab with its comments. Administrative Departments would then obtain the comments from Finance Department; thereafter Administrative Departments would seek the approval of Council of Ministers.
