HARYANA TO CENTRE: Include Jat, Jat Sikh, Bishnoi, Ror and Tyagi castes in Central List of Haryana State

Jalandhar, December 15, 2012: Haryana Government has, through a written communication, urged the Central Government to consider it’s request for inclusion of Jat, Jat Sikh, Bishnoi, Ror and Tyagi castes in the Central List of Haryana State as recommended by Haryana Backward Classes Commission. The State Government has also enclosed a copy of the report of Haryana Backward Classes Commission dated December 12, 2012 for ready reference.

According to an official spokesman, the communication addressed to Secretary, Union Ministry of Social Justice and Empowerment, Anil Goswami and signed by Haryana Chief Secretary, P. K. Chaudhery states, “Haryana Council of Ministers in its meeting held on December 12,2012 while accepting the recommendations of the Haryana Backward Classes Commission, decided that the recommendations of the Commission regarding inclusion of the Jat, Jat Sikh, Bishnoi, Ror and Tyagi castes in the Central List of Haryana State may be taken up with the Government of India immediately so that they can get the benefit of reservation etc. in the jobs of Government of India.”

He said that the Chief Secretary also mentioned in his letter, Government of Haryana vide its notification dated  April 8, 2011 had reconstituted the Haryana Backward Classes Commission. The terms of reference of this Commission were to entertain, examine and recommend upon request for inclusion, and hear complaints of over-inclusion and under inclusion in the list of Backward Classes. The Haryana Backward Classes Commission headed by Justice K.C. Gupta (Retd.) submitted its Report on December 12, 2012 and made the following major recommendations.

The State Government may notify the communities of Jat, Jat Sikh, Bishnoi, Ror and Tyagi as Other Backward Classes (Special Backward Classes) and provide 10 per cent  reservation to the said communities in exclusion to the communities already notified as Backward Classes. The said communities shall not be included in the 27 per cent  reservation provided to the Backward Classes and shall not claim any share in the existing reservation for the Backward Classes. So, the reservation shall be mutually exclusive.

The State Government may recommend to the Government of India that, as the representation of Backward Classes in All India Services etc. is even lower than that in the State services and is quite inadequate, so, the Government of India may also include Jat, Jat Sikh, Bishnoi, Ror and Tyagi in the Central List of Haryana State maintained for this purpose, so that they can also get benefit of reservation etc. in the Central jobs of India.”

He said that Haryana Government has made similar requests to Principal Secretary to Prime Minister, Union Cabinet Secretary and Secretary, Union Finance Ministry.
