Ludhiana, March 24, 2017: Shri Avtar Singh, President & Shri Upkar Singh Ahuja, General Secretary, CICU in a joint statement released today said that NOC for Using Ground Water may please be withdrawn. They have come to know that Industry has to get NOC from Central Ground Water Board (CGWB) for using ground water through submersible pumps. Date for applying the NOC has been fixed 31.03.2017. It is also mentioned that before applying online to the CGWB authority MSMEs have to get the permission from the State Pollution Control Board. Lot of reports like ground water quality report, rain water harvesting proposal, Chart of Water balance, Effluent Discharge Treatment Plan and details of the other sources of the water have to be submitted.

They further said that the conditions mentioned above cannot be fulfilled by the MSMEs. It will create a lot of burden, harassment and will also lead to corruption for getting the above permissions from the Pollution Control Board. They have requested the authorities that MSMEs may be exempted from obtaining this NOC.

They said that we understand the value of the water and its scarcity in the country and ready to accept the instructions for saving the water. It is further submitted that the industry is using very less quantity of water as compared to the agriculture.

They have requested the authorities to withdraw this notification to help the MSMEs of the State, as the industrialist units are already in the crises due to International Competition and other factors. Moreover, “Make in India” will be success only if MSMEs get adequate resources to operate.

They have also urge to Sushri Uma Bharati, Hon’ble Minister of Water Resources, River Development & Ganga Rejuvenation, Government of India to please take urgent action to save the MSMEs sector of the industry.
