One-Way Traffic System Implemented in Kotwali Bazaar to Ease Congestion
In a significant move to address growing traffic congestion in Dharamshala, especially during the tourist season, District Magistrate and Deputy Commissioner Hemraj Bairwa has issued orders to implement a one-way traffic system in the city’s busiest area — Kotwali Bazaar.

Dharamshala, April 7, 2025: In a significant move to address growing traffic congestion in Dharamshala, especially during the tourist season, District Magistrate and Deputy Commissioner Hemraj Bairwa has issued orders to implement a one-way traffic system in the city’s busiest area — Kotwali Bazaar.
As per the new traffic plan, vehicles entering Kotwali Bazaar will exit via Old Chari Road and Gurudwara Road. Entry into Kotwali Bazaar will be restricted from the direction of Kali Mata Temple, MC Parking on Kharadanda Road, and the Enclover Hotel, which have been designated as no-entry points.
Vehicles coming from McLeodganj and Bhagsu will be diverted towards the Dharamshala Bypass via the HP High Court Guest House Point. Similarly, traffic from Dal Naddi and Cantonment Board areas will be allowed up to the Kali Mata Temple only. Vehicles originating from Khanyara, Kandi, and Dadnu will use Major Abhijit Thapa Marg and proceed to Ambedkar Chowk via White Gate through Sham Nagar and Ramnagar.
Deputy Commissioner Bairwa informed that the one-way traffic system will be enforced daily from 10:30 AM to 8:00 PM, except on Mondays and other days when the market remains closed. Emergency vehicles and those related to law and order will be exempted from these restrictions.
Police Deployment and Signage
To ensure compliance with the new traffic plan, police personnel will be stationed at all three no-entry points. The Public Works Department has been directed to install adequate signboards to inform residents and tourists about the new traffic system.
Weekend Restrictions Under Consideration
The Deputy Commissioner also stated that the Sub-Divisional Magistrate (SDM) has been authorized to assess the feasibility of implementing vehicle restrictions in Kotwali Bazaar during weekends. The SDM will consult with relevant stakeholders and submit a report for further action.
Kotwali Bazaar, a key thoroughfare for visitors traveling to the internationally renowned destination of McLeodganj, frequently experiences heavy traffic, especially during peak tourist seasons. The administration hopes that the new system will significantly ease congestion and improve overall traffic management in the area.
