ONLINE working of employees and officers to reflect in their ACRs

Chandigarh, July 4, 2013: The Punjab Chief Secretary Rakesh Singh has issued instructions to all employees and officers of various Departments operating from Punjab Civil Secretariat-I making it mandatory for them to use online IWDMS system and said that their working on Online system would reflect in their Annual Confidential Reports. 

In a communiqué to all Financial Commissioners, Principal Secretaries and Administrative Secretaries, the Chief Secretary pointed out that he was regularly monitoring the usage of IWDMS system but was finding certain measures of reluctance and lack of inertia at the users end.

Reiterating the commitment of Punjab Government to make a system online, the Chief Secretary said that all desks and Government to Government desks should be processed in e-form and inter departmental correspondence has to be carried out through IWDMS system. He said that all proposals to Finance Department has to be sent through CM Plan Monitoring Module and no file in physical form would be accepted by Finance Department.

The Chief Secretary said that all leave applications of IAS and PCS officers to Chief Secretary and other employees to the Departmental  head has to be through IWDMS system. He said that all legacy files should be scanned and digitilised by the departments after due diligence and weeding out of the unnecessary documents and only relevant portions to be scanned and uploaded with new e-file while all new files should be e-files only.  He said that in future all employees benefits and claims should be accepted and approved online. The Chief Secretary also informed that usage of IWDMS should be linked to employees’ ACRs, in order to encourage consistent use of this online system.
