Retd JTO S K Thaman demands to constitute SIT and fact-finding committee to enquire denial of basic fundamental requirements to BSNL employees and retirees 

Writes to Prime Minister Narendra Modi and Minister of Law and Justice, Communications, Electronics and Information Technology Ravi Shankar Prasad
Ludhiana: City-based Satish Kumar Thaman JTO (Retd) has sent representations among others to Prime Minister Narendra Modi and Minister of Law and Justice, Communications, Electronics and Information Technology Ravi Shankar Prasad requesting for urgent need to constitute SIT and Fact Finding Committee to enquire denial of basic fundamental requirements to BSNL employees and retirees and release of required funds to GM Telecom BSNL Ludhiana for early disposal of grievances and allow proper facilities to BSNL employees/ retiree pensioners.

He has highlighted the following points in his representation.

No Discount on Fibre Broadband in BSNL for Employees/ Retirees
a)    That there is no discount to employees & retirees of BSNL on new fibre broadband connection, in respect of 50MB upto 200GB @ Rs. 490/- or on other systems of fibre by GM Telecom Ludhiana and No ruling on the Broadband at present of 5% discount to central govt employees & retirees is available with Ludhiana office and it is not understood why discount condition on Fibre Broadband is not available with GM Telecom Ludhiana, for BSNL employees & retirees, as BSNL (PSU) is owned by Central Govt. The readily suitable instructions must be available with him for employees/ retirees of BSNL & orders for 60% discount on service connection of Fibre Broadband be issued for BSNL employees/ retiree pensioners effective w.e.f./ after Oct 1, 2000 (BSNL Formation). 

Poor Service of Cooper Wire Broadband 
b)    That the service of broadband on copper wire is totally miserable, on service connection of BSNL employees & retirees, due to less speed of Telecom network and majority of staff is not ready to accept, copper wire broadband and they are applying for disconnection of copper wire broadband connections and it is the dire need to constitute committee of BSNL employees/ retirees.

No Insurance Cover of Treatment to BSNL Employees/ Retirees 
c)    That no insurance cover of reputed hospitals for indoor and outdoor treatment is available in BSNL, causing harassment to employees and retirees of BSNL and retirees are only staying at home due to spread of covid-19.

Unnatural freezing of ADA in BSNL
d)    That urgent need to restore 0.8% freezed ADA wef 1.7.2020 by decreasing way of ADA Rate from 160.7% to 159.9% on BSNL (PSU) by ignoring rules and procedure of all PSUs of India which is not understood to me and ignoring Central Govt. Byelaws and rules is not a good sign. 

Payments of Outdoor Medical Bills
e)    That non-release of outdoor medical bills payments by GM Telecom Ludhiana w.e.f. 1.4.2019 onwards due to non-release of funds by Sanchar Bhawan, New Delhi and status of chronic diseases is forgotten in BSNL for early payments.
Non-Empanelment of Reputed Hospitals in Mega City Ludhiana
f)    That non empanelment of reputed hospitals for outdoor & indoor treatments for BSNL employees & retirees by GM Telecom Ludhiana and retirees are leaving this universe, and to take treatment from reputed hospitals such as DMC, Hero (DMC) and CMC, and Fortis in mega city of Ludhiana lies in constitutional status of India and retirees of the BSNL are only made students of MBA i.e. M for Attending Marriages, B for Attending Bhogs and A for Attending Anniversaries etc.

A-Do-or-Die Situation for BSNL Retirees
g)    That a-do-or-die situation exists for BSNL retirees and BSNL Administration has no time to see gravity of situation in respect of BSNL pensioners, crossing 70 years to 90 years and claims of retirees are at logger heads and are in isolation status. 

Implementation of Intent, Inclusion, Investment and Infra & Innovation
h)    That intent, inclusion, investment and infra & innovation totally missing in BSNL & pray stop shedding of crocodile tears for BSNL retirees pensioners and no step is being taken to fill up vacant posts lying vacant due to V.R.S. Scheme on 31.01.2020 in order to revive the BSNL. 

Decreasing of Commuted Period from 15 years to 12 years
i)    That urgent need to decrease commuted period of 15 years to 12 years and memorandum of articles of association be modified and need to introduce special rules & concession for BSNL retirees.

Fate of Elderly Senior Citizen Retirees in BSNL
j)    A majority of elderly senior citizens i.e. BSNL pensioners are leaving this universe, unsung, unheard, uncared and unattended, unlistened and BSNL Administration has no time to attend their health problems, releasing of medical bills, and care & attention. 

Revival of BSNL
k)    That urgent request & need to give on lease/rent – vacant properties in Ludhiana/ Punjab/ India or sell vacant properties to raise Revenue for BSNL in order to revive loss incurring in BSNL to enable BSNL to fight private telecom operators.

Engagement of Private Telecom Contractors 
l)    That proposal / idea to give Telecom Network to private operators under the Head LPG i.e. L for Liberalization, P for Privatization and G for Globalization is a matter to be discussed through Press and Media. To engage private contractors for all purposes in carrying out all works of BSNL i.e. clearance of faults, installation and shift of telephones, copper broadband and all works of BSNL related works is very much alarming. The name & address of the contractors with their mobile numbers may be made public through press, media, print media, YouTube, twitter and Facebook for information of general public so that masses may take prompt services from them. 

Concluding, Satish Kumar Thaman has requested to look into the matter and allow all facilities to BSNL employees and retirees of BSNL and retirees may not be compelled to leave this universe without availing benefits of facilities from (a) to (l) as above and issue orders for attending retirees by the government  on priority basis.
