Chandigarh October 25, 2024: 22nd meeting of State Higher Education Council, UT, Chandigarh was held under the Chairmanship of Prof. Renu Vig, Vice Chancellor, Panjab University, Chandigarh on 24th October, at RUSA Directorate, Sector-42, Chandigarh, which was attended by Dr. Surender Singh, Joint Director, Dr. Dalip Kumar, Prof. Anita Kaushal, Prof. M. Rajivlochan, Prof. Ronki Ram,  Vickram Jaidka,  Anurag Gupta, Chairman CII, Prof. Sudha Katyal, Dr. Manpreet Singh and representatives of Director PEC, Director NITTTR, Director PGIMER, Director CSIO, Principal GGSCW-26.

The agenda of the meeting was presented by Prof. Lakhvir Singh, ASPD (RUSA), UT, Chandigarh. There were total 25 items which were deliberated in the detail.

The details pertaining to the Online Admission for the session 2024-25 was apprised by the ASPD, RUSA. It was mentioned that the entire admission process including Online Joint Prospectus, filling of Admission Form, Display of Merit List, Fee deposition was online. As many as 42,751 students were admitted to UG and PG programmes through an online process. The Council reviewed the financial progress made under grant received from Ministry of Education, GoI under RUSA 1.0 and 2.0 and the interest amounting to ₹2,32,87,620 upto 08.08.2024 earned was remitted to the  Ministry. 

ASPD, RUSA apprised the house about the proposal submitted to the Ministry of Education amounting to ₹ 29,09,20,034/- for the release of grant under RUSA/PM-USHA. The house was also apprised that the Ministry has marked annual budget of ₹ 32.45 Crore for Chandigarh under RUSA/ PM-USHA for the financial year 2024-25. It was informed that GGDSD College, Sector-32, Chandigarh has been approved a grant of ₹ 5 Crore under PM-USHA by the Ministry of Education, GoI.

To maintain the quality of education, the Assessment and Accreditation status of Higher Education Institutions of Chandigarh was also discussed. At present 13 (including Panjab University) institutions of UT, Chandigarh have live NAAC grade  and 5 institutions have been able to get ranking under NIRF-2024. 

The house also discussed various other important issues in detail such as to provide high speed internet connectivity to all HEIs under National Knowledge Network Scheme of GoI through NIC Chandigarh, to start institutional innovative council/ incubation centres/ start-ups in Government institutions, to start Government College at Manimajra and to establish centralized training and placement cell in State Project Directorate, Sector-42. It was also informed to the house that the Recruitment Rules of 417 posts of Assistant Professor and 32 posts of Librarians have been approved by the Ministry. Moreover, to overcome the faculty crunch in Government colleges, 27 retired teachers of various subjects have re-joined their services as per court orders and 19 faculty members from Haryana will be joining shortly on deputation. 

The house was informed about various other meetings/ workshops held under RUSA/ PM-USHA/ NAAC/ SLQAC. Issues related to NEP 2020, research centres, MoUs, ICT facilities, Best Practise, establishment of RDC and IDP in the institutions were also discussed. The meeting ended with a vote of thanks to the chair.
