Unaided colleges object to charges of government affiliating universities/boards
Ludhiana, December 3, 2019: A meeting of Joint Action Committee (JAC) comprising of 13 different associations held today to take important decisions for the problems faced by Unaided Colleges of Punjab. Joint Action Committee comprises of Sh.Ashwani Sekhri, Chairman, JAC ; Dr.Gurmeet Singh Dhaliwal, President, Punjab Unaided Technical Institutions Association (PUTIA); Dr.Anshu Kataria, President, PUCA; Mr.Charanjit Singh Walia, President, Nursing Colleges Association; Sh.Jagjit Singh, President, B.Ed Association; S Rajinder Dhanoa Polytechnic Association; S.Nirmal Singh, ETT Federation; Mr.Jasnik Singh Kakkar, B.Ed Association (Panjab University); Mr.Satwinder Singh Sandhu, B.Ed Association (GNDU); Mr. Shimanshu Gupta, ITI Association; Sh. Vipin Sharma, Confederation of Unaided Colleges Association and S. Sukhmander Singh Chatha, Punjab Unaided Degree Colleges Association(PUDCA). To give temporary relief from financial crunch to Unaided Colleges, it was unanimously resolved that Joint Action Committee (JAC) would approach the Govt. with a request to defer the various charges being imposed by Govt. affiliating Universities and Board from Unaided Colleges. Anshu Kataria said that over Rs 1200cr is due under Post Matric Scholarship (PMS) for the year 2016-17 (Partial), 2017-18 and 2018-19. Moreover, 400-500 Cr is likely to become due for Scholarship of 2019-20. Due to which colleges are not able to pay affiliation fees, Registration fees, Students related funds, continuation fees, Examination fees, and other university/Board charges. Charanjit Singh Walia proposed that Govt. can’t charge these various fees before disbursing the Post Matric Scholarship from the colleges. Because in many other cases the situation is like this that neither student nor Govt. has paid the fees to colleges. On the other hand Govt. affiliating universities/ Board MRS-PTU, Bathinda; IKG-PTU, Jalandhar; BFUHS, Faridkot; Punjabi University, Patiala and Punjab State Board of Technical Education and Industrial Training (PSBTE & IT) have charged various charges from Unaided Colleges. Gurmeet Singh Dhaliwal said that many of these Universities and board charge huge interest on charges for delay in payment by the colleges. But when Govt. doesn’t pay any fine/interest then how Govt. affiliating Universities/Board can charge fine/interest from the Unaided Colleges.
